2. The Parties are invited to develop national action plans and/or bilateral or multilateral agreements, such as international treaties, guidelines, memoranda of understanding, joint studies or other similar arrangements aimed at eliminating existing bottlenecks and completing the absence of connections in the network of electric waterways crossing the territory of the countries concerned. 1 Any dispute between two or more Parties concerning the interpretation or application of this Agreement which the Parties concerned cannot resolve by negotiation or other means shall be submitted, at the request of one of the Parties concerned, to arbitration proceedings and, for that purpose, to one or more arbitrators chosen by mutual agreement between the parties to the dispute. If, within three months of the request for arbitration, the disputing parties do not agree to the choice of an arbitrator or arbitrator, either of those parties may request the Secretary-General of the United Nations to appoint a single arbitrator to whom the dispute shall be submitted for decision. 7 The depositary shall be immediately informed by the secretariat of the Economic Commission for Europe of the parties directly concerned by a proposal for amendment. 2 These measures, which must be temporary, shall be notified to the depositary immediately and their nature shall be indicated. 2 The Contracting Parties shall take the necessary measures to ensure effective protection of the planned route of the sections of the e-water waterways, taking due account of their future parameters, which do not currently exist but which are included in the relevant infrastructure development programmes until the date of the decision to construct those sections. For the purposes of this Article, a Contracting Party shall be considered to be directly concerned if, in the event of access to a new waterway or port of international importance, or in the event of a respective modification, its territory is crossed by that inland waterway or if the port concerned is in that area. 3 If the proposed amendment is adopted by a two-thirds majority of the Parties present and voting, it shall be transmitted by the Secretary-General of the United Nations to all Parties for adoption. . . .
